一、论坛简介
福建师范大学、福建省留学人员创业园管理中心联合举办2023年海外英才论坛（网络空间安全专场），以线上和线下方式同步进行。本论坛旨在为海外英才搭建高水平的学术交流平台。诚邀全球英才参加交流合作，共同推动福建省高质量发展和福建师范大学“双一流”建设。

三、论坛时间和报名流程

本次论坛于2023年6月29-30日以专场论坛形式举行。
（二）报名流程
1. 请符合条件的海外英才6月18日前填写报名表，附个人简历，发送至邮箱ccsdw@fjnu.edu.cn。
2. 报名后将由专人联系对接后续事宜。
四、申报条件和引进待遇
（一）申报条件
1. 具有良好的思想政治素质，恪守高校师德行为规范和学术道德规范等职业道德规范。
2. 具有博士学位或2023年12月31日之前能获得博士学位的博士生，申请人不超过40周岁，具备较好发展潜力的海外优秀人才。
3. 目前尚未回国（来华）或2023年1月1日后回国（来华），含来自港澳台地区人才。
4. 特别优秀的急需紧缺人才，可适当放宽年龄条件。
（二）引进待遇
1. 对入选国家级青年人才项目者以及具有相当层次学术造诣者:
（1）直聘教授专业技术职务；
（2）年薪不低于60万元+基础绩效奖约6万元（不含单位缴纳的社保、公积金等福利）；
（3）购房补贴（含安家费）200万元，同时可按政策享受学校周转过渡房2-5年；
（4）科研经费200-500万元；
（5）支持团队建设，单列研究生招生指标，提供良好的办公环境和实验空间；
（6）协助解决配偶工作；
（7）子女可以根据政策就读福建师范大学附属的省级示范中小学、幼儿园；
（8）入选福建省引才“百人计划”后，享受福建省引进高层次人才相应待遇（不低于100万元）。
2. 对进入国家级青年人才项目会评答辩但未入选者和入选福建省引才“百人计划”者以及具有相当层次学术水平者：
（1）年薪不低于35万元+基础绩效奖约6万元（不含单位缴纳的社保、公积金等福利）；
（2）购房补贴（含安家费）100万元，同时可按政策享受学校周转过渡房2-5年；
（3）科研经费100万元；
（4）支持团队建设，提供良好的办公环境和实验空间；
（5）子女可以根据政策就读福建师范大学附属的省级示范中小学、幼儿园；
（6）入选福建省引才“百人计划”后，享受福建省引进高层次人才相应待遇（不低于100万元）。
3. 对达到较高学术水平和成就的海外优秀人才，经学校与个人双方协商，可按学校高层次人才引进办法或“一人一策”方式予以引进。
以上经费均指人民币、含税。
五、参会须知
学校统一安排食宿（费用由学校承担）；受邀参加论坛的英才自订机票，学校为参会学者提供交通费用，旅费按经济舱凭票报销，国境外每人往返不超过20000元人民币，国内往返每人不超过5000元人民币。

七、学校简介
学校坐落于素有“海滨邹鲁”之誉的历史文化名城福州，是一所历史悠久、声誉斐然的百年省属高等学府。学校肇始于1907年清朝帝师陈宝琛先生创办的“福建优级师范学堂”，是教育部与福建省人民政府共建高校。2014年被确定为福建省重点建设的高水平大学，2018年被确定为福建省一流大学建设高校，2022年被确定为福建省第二轮“双一流”建设高校。在高校学科评估中，3个学科居A类（其中2个学科首进A档）、18个学科进入B类，创福建省属高校最好成绩。5个学科上榜USNews世界学科排名；6个学科进入ESI全球排名前1%;化学、工程学首次进入ESI5‰；10个学科上榜软科世界一流学科排名；26个学科上榜软科中国最好学科排名。

八、计算机与网络空间安全学院（软件学院）简介
学院现有在职教职工134人，教授24人，副教授37人，高级实验师3人；博士生导师17人，硕士生导师47人。获国家级、省级人才计划或荣誉奖项20多人次。
学院拥有网络空间安全一级学科博士学位授权点，计算机科学与技术、网络空间安全2个一级学科硕士学位授权点和电子信息（软件工程、网络与信息安全、人工智能）专业硕士学位授权点；拥有一个福建省高原学科群（大数据挖掘及应用）；拥有福建省网络安全与密码技术重点实验室、福建省网络与信息安全行业技术开发基地、福建省公共服务大数据挖掘与应用工程技术研究中心、数字福建环境监测物联网实验室、数字福建大数据安全技术研究所等多个省级科研平台,并获得工信部首批5G应用安全创新示范中心（福建）。近年来，学院教师获国家自然科学基金等国家级项目50多项，其中，科技部重点研发计划、国家自然科学基金重点项目、国家自然科学基金海峡联合基金重点项目等国家级重点项目4项；获教育部自然科学奖、福建省科学技术进步奖13项，福建省高等教育优秀成果奖一等奖1项；获批发明专利60多项。

1 Introduction to the Forum
Fujian Normal University and Fujian Provincial Entrepreneurship Park Management Center jointly hold the Overseas Talents Forum 2023 (Cyber Security Special Session), which will be held simultaneously online and offline. This forum aims to build a high-level academic exchange platform for overseas talents. This forum will be held in the form of a special session from June 29 to 30, 2023.

3.2.2 After registration, a dedicated person will be responsible for contacting and coordinating subsequent matters.
4 Declaration Conditions and Introduction Benefits
4.1 Declaration Conditions
4.1.1 Having good ideological and political qualities, and adhering to professional ethics such as the code of conduct and academic ethics of university teachers.
4.1.2 Doctoral students with a doctoral degree or those who can obtain a doctoral degree before December 31st, 2023, and applicants under the age of 40 are outstanding overseas talents with good development potential.
4.1.3 Currently, they have not yet returned to China or returned to China after January 1st, 2023, including talents from Hong Kong, Macao, and Taiwan.
4.1.4 Especially outstanding talents in urgent need can be appropriately relaxed in terms of age conditions.
4.2 Benefits for Introduced Talents
4.2.1 For those who have been selected for national youth talent projects and those with considerable academic achievements:
4.2.1.1 To be directly hired professors at professional and technical positions;
4.2.1.2 Annual salary not less than 600,000 RMB + basic performance bonus of about 60,000 RMB (excluding social security, provident fund and other benefits paid by the organ);
4.2.1.3 A housing subsidy (including resettlement fees) of 2 million RMB can be provided, and they can enjoy a transitional housing for 2-5 years according to the policy;
4.2.1.4 Research funding of 2-5 million RMB;
4.2.1.5 To support team building, list graduate enrollment indicators separately, and provide a good office environment and experimental space;
4.2.1.6 To assist in resolving spouse work;
4.2.1.7 Their children can attend provincial-level demonstration primary and secondary schools and kindergartens affiliated with Fujian Normal University according to policies;
4.2.1.8 After being selected for the Hundred Talents Program in Fujian Province, they will enjoy the corresponding treatment (no less than 1 million RMB) for introducing high-level talents in Fujian Province.
4.2.2 For those who have entered the National Youth Talent Project but have not been selected for the evaluation and defense, those who have been selected for the “Hundred Talents Plan” in Fujian Province, and those who have a considerable academic level:
4.2.2.1 Annual salary not less than 350,000 RMB + basic performance bonus of about 60,000 RMB (excluding social security, provident fund and other benefits paid by the organ);
4.2.2.2 A subsidy of 1 million RMB for purchasing a house (including settling-in fees), and they can enjoy 2-5 years of transitional housing in accordance with the policy;
4.2.2.3 Research funding of 1 million RMB;
4.2.2.4 To support team building, and provide a good office environment and experimental space;
4.2.2.5 Their children can attend provincial-level demonstration primary and secondary schools and kindergartens affiliated with Fujian Normal University according to policies;
4.2.2.6 After being selected for the Hundred Talents Program of Fujian Province, they will enjoy the corresponding treatment (no less than 1 million RMB) for introducing high-level talents in Fujian Province.
4.3 For overseas outstanding talents who have achieved high academic levels and achievements, after consultation between our university and individuals, they can be introduced according to its high-level talent introduction method or the “one person, one policy” approach.
The above funds refer to RMB, including tax.
5 Notice to Attendees
Unified arrangement of accommodation and meals will be made by our university (Our university will afford all expense.). Talents invited to participate in the forum can book their own air tickets, and our university will provide transportation expenses for the attending scholars. The travel expenses are reimbursed based on the economy class ticket. The round-trip cost for each person outside the country does not exceed 20,000 RMB, and the round-trip cost for each person inside the country does not exceed 5,000 RMB.

7 Introduction to Fujian Normal University
Our university is located in the historical and cultural city of Fuzhou, known as the “Coastal Zou Lu”, a century old provincial higher education institution with a long history and a prestigious reputation, which was founded in 1907 by Chen Baochen, the Qing Dynasty imperial teacher, as the “Fujian Excellent Normal School”. It was jointly built by Ministry of Education and Fujian Provincial People’s Government as a university. It was designated as a high-level university under key construction in Fujian Province in 2014; as a first-class university under construction in Fujian Province in 2018; and as the second round of “double first-class” construction universities in Fujian Province in 2022. In the national university subject evaluation , 3 disciplines ranked in Class A (of which 2 disciplines first entered Class A) and 18 disciplines entered Class B, setting the best performance for Fujian provincial universities; 5 disciplines listed on the USNews World Discipline Rankings; 6 disciplines have entered the top 1% of ESI Global Rankings; its Chemistry and Engineering enter ESI 5 ‰ for the first time; ranking of 10 disciplines in the world’s top soft science disciplines; and 26 disciplines are listed as the best disciplines in China for soft science.
Our university headquarters currently has two campuses, Qishan and Cangshan, covering an area of approximately 4,000 acres. 8 Introduction to College of Computer and Cyber Security (College of Software)
Our college currently has 134 in-service faculty members, 24 professors, 37 associate professors, and 3 senior experimenters, where there are 17 doctoral supervisors and 47 master supervisors. It has obtained over 20 national- and provincial-level talent programs or honorary awards.
Our college has doctoral degree authorization points in the first-level disciplines of Cyber Security, master degree authorization points in two first-level disciplines of Computer Science and Technology, Cyber Security, and master degree authorization points in Electronic Information (Software Engineering, Network and Information Security, Artificial Intelligence). It has had a high-level discipline group in Fujian Province (Big Data Mining and Application). It has multiple provincial-level research platforms, including the Fujian Key Laboratory of Network Security and Cryptography Technology, the Fujian Network and Information Security Industry Technology Development Base, the Fujian Public Service Big Data Mining and Application Engineering Technology Research Center, the Digital Fujian Environmental Monitoring IoT Laboratory, and the Digital Fujian Big Data Security Technology Research Institute; and it has also been awarded the first batch of 5G Application Security Innovation Demonstration Centers by Ministry of Industry and Information Technology (Fujian). In recent years, its faculty has won over 50 national-level projects such as the National Natural Science Foundation of China, including 4 national-level key projects such as the Key R&D Program of Ministry of Science and Technology, the Key Project of the National Natural Science Foundation of China, and the Key Project of the National Natural Science Foundation of China Cross Strait Joint Fund; and it has received 13 Natural Science Awards from Ministry of Education, 13 Science and Technology Progress Awards from Fujian Province, and 1 First Prize for Outstanding Achievements in Higher Education from Fujian Province. And it has had more than 60 invention patents approved.
Our college has been approved as one of the first demonstration bases for cultivating network information talents in Fujian, which is an important base for scientific research and professional talent cultivation in the field of computer and Cyber Security in Fujian. There are currently 2,153 students studying in various fields, including 318 postgraduates and 1,835 undergraduates. In the past three years, its students have won many good achievements in the “Internet+” Innovation and Entrepreneurship Competition, the “Challenge Cup”, the Chinese Postgraduate Innovation Practice Series Competition, the National Undergraduate Information Security Competition, the National Cryptographic Technology Competition, the “Min Dun Cup” Cyber Security Competition, the International Collegiate Programming Contest, the “Blue Bridge Cup” National Software Professional Talent Design and Entrepreneurship Competition and something like that, and they have also won more than 200 awards at or above the provincial level, having received multiple commendations from the principal.
